About two years ago, the first DELV development project “DELV POC” and its project team held a fruitful final steering group and collaboration meeting in Kajaani. The meeting was hosted by Kajaanin Romu, one of the five official waste operators in the Finnish vehicle recycling network. A few months later, in early June 2024, the DELV platform was launched into its production phase.

Since June 2024, the DELV platform has been further developed and several new features have been added. During autumn 2025, a new operator was also integrated into the DELV platform, meaning that all five waste operators are now integrated into the system. In addition, operators have connected their ATFs (Authorised Treatment Facilities) to DELV. As a result, there are currently around 300 organisations involved in vehicle recycling connected to the platform and more than 6,000 users using it. More than 60,000 vehicles have been added to the platform, for which DELV has provided vehicle-level analysis, reporting and monitoring.

In addition to daily operational data, the DELV platform includes vehicle-level information covering the entire Finnish vehicle fleet, which consists of approximately five million vehicles. Since the new ELV regulation applies to all vehicle classes, the DELV platform has also been designed to cover all vehicle categories. Late Autumn the platform was also approved to the IDIS collaboration network.

During autumn 2025 and early 2026, the development team has been working extensively on data and business intelligence features. Several new data sources—such as national first-registration data, vehicle battery data and vehicle importer data—have been integrated into the platform. The new version of the data and business intelligence module is called DELV Data Studio, which will introduce completely new data analytics, visualisation and BI capabilities to the platform. DELV Data Studio is scheduled to be launched in production during Q2 2026. Stay tuned.

Although several smaller updates and technical features have been added to the platform, the biggest release took place in January 2026, when the electric vehicle battery recycling portal was launched as part of the DELV platform. Thanks to the new battery reporting portal, stakeholders can report EV batteries to the official recycling process, after which waste operators can order transportation for the batteries. The battery portal has been in production since January 2026, and EV batteries are now reported to the portal on a daily basis. The current battery portal makes a foundation for future battery product passport, which is also under development at the moment. In the near future, the battery portal will also enable an effective EV monitoring mechanism for PROs to track the correlation between EV and EV battery recycling.
